This is hypertrophic scarring caused by the small diameter of the ring. What you'll have to do is take that ring out or have your piercer do it and put in a captive that is the same gauge but much bigger diameter. After that, do a couple sea salt soaks a day for 10 minutes each. It'll start going down.

It looks like a Keloid. Try going back to your piercer and sea salt soaks as smurfette said.
